There used to be a set of pipe saw horses and a barbed wire fence there - this is merely replacement of an EXISTING wall.

Sure did. I recall thinking at the time that he should have himself a historic Reagan moment...."Mr. Trump, tear down this wall!" He should do this. Got his name written all over it.
