Both parties. It’s always happened and it’s something I find ridiculous but then again politicians are all jackasses so of course they would congratulate themselves for doing something simple.

Do you know how this works? Its not simple majority wins. You have to reach half of the congressional members plus one. If both sodes failt to hit that number then nobody wins. And you have to revote. Could take hours or could take days. Maybe even weeks.
