By your logic, he should have killed numerous more people. The opportunities to kill were walking all around where he was. He could have easily gunned down dozens of people.
Instead, he somehow managed to only shoot the people that attacked him first. And that was only after they caught him while he was trying to run away to avoid confrontation. It's almost as if he didn't want to hurt anybody and only did so when he was forced to by the actions of the people coming after him.
