Was told this wouldn’t happen. Lady goes to lower her AC through her digital thermostat and she cannot due to the need to save energy in her region.
ETA: never heard of this being a thing. She opted in and knew this could happen. Still crazy. Not communism like I thought.

I also take offense to her suggestion that there should be exceptions for sensitive groups 
the elderly, the sickly, infants, etc…

Programs been around for a long time like this. I remember late 80s my parents got a heat pump credit from entergy (maybe gulf states utilities back then) but in peak loading they could kill the A/C for an hour to load shed
There is a reason battery storage is picking up for peak shaving. Charge batteries at night when lower grid loads (cheaper production costs) and use for 2-4 hours during peak summer loads on battery instead of pulling from the grid.

Obviously she signed up for a program for reduced rates and this was a clear condition of the program so she got what she signed up for.
That all being said, a big takeaway here is that controlling your AC can easily be done with “smart” thermostats. You think a Mandami type politician would think twice about doing this if they could? Moral of the story, DONT INSTALL A THERMOSTAT THAT CONNECTS TO THE INTERNET.

Just change a couple wires on your control board and you can turn on the AC by turning on the fan.
