Could be possible that same parties are hedging bets and lobbying on the other side of the border for some sort of acceptable agreement. Pressure on Mexican govt from within.

Republicans may be broadly supportive of Mr. Trump’s push to build a wall and secure the border, he said, but they are almost uniformly opposed to the imposition of tariffs on Mexico.

The US Chamber of Commerce is the equivalent of Planned Parenthood. Both organizations are a disgrace.
