Its actually the opposite. Decentralization on a mass scale, local precints, and hanf counting with multiple parties present is almost impossible to commit fraud at any level worth note. There may be one or two precincts that pull dirty tricks, if they don't get caught, but could not be done on a large scale.
With electronic machines, you open the ability to centralize everything and streamline the fraud on a mass scale that looks uniform.
