I'm pretty sure you're reading that wrong. It's a charge "per active user", often defined as someone who has been on the social network in, say, the last 30 days. So if Facebook has 1MM active users the city would somehow tax Facebook 1,000,000-100,000 = 900,000 x $0.50 = $450,000 per year.

But I'm confused how they would tax Facebook for their active users. I'm also not sure how the city would quantify how many active users Facebook has in the area, unless they can somehow force FB to release that data.

Unless they are setup in Chicago, legally their tax is not passable. A simple user tax at least. They cannot tax FB because someone used FB in the city limits.

They could do taxes on targeted ad revenue and marketplace of FB

I read it as hate and incompetence (but I guess it could be retardation). I mean the Supreme Court Justice proclaimed they were all disabled. Surprised they were still getting Covid money but was that not something that had an end date that they should have known? I’m sorry but this is just incompetence to be that much in debt for a city? Good thing Dems weren’t in charge. They would have bailed them out in a single crying whim by this incompetent mayor.

The amount of money they will be forced to spend defending the social media tax will cripple the supposed receipts they will receive.. Elon will fight this through every imaginable avenue.. it’s a tax that screams… you can’t take these people seriously… the amount of privacy issues in collecting the relevant data to set the tax is grounds alone to not comply.

So the budget has increased on average by a billion a year since 2019 and they can't cut back 1.15 of that 6 billion total increase?
