I agree with you on Trump. I don't think he really cares about the gay issue. Pence does, and from most of what I've read Pence has influential voice in this administration.
There's also the Bannon angle. He's on record as saying he'd like to see the entire system blown up. He loves chaos, and an anti-gay EO would cause massive chaos.
Again, just my hunch. And if I'm right, I'll know it wasn't all Trump.

My theory is that this will be very pro-LGBT.
I think Trump is also going to announce a pro-life candidate to the supreme court and this EO will work to counteract that backlash. He could frame the discussion that less abortions could coincide with more adoptions, playing up the idea that all life, gay&straight, born&unborn, has tremendous value and should be treated with respect.
At least that's what I hope the play is. Sounds like a pretty damn strong platform to me.
