It's very simply a long understood economics problem. Union Carbide 30 years ago set up a plastics recycling plant in New Jersey, state of the art, using labor targeted to provide employment for handicapped folks that wanted to work. About 300 million dollars investment that was used about 12 months and then shut down. Why? The product could not be upgraded to commercially useful quality, and the cost was twice that of virgin resin. If the environmental loons would back away and promote sanitary landfills properly constructed to act as long term decomposers that produce usable methane gas for reuse.
The ocean problem with plastic trash, could be handled by providing garbage trucks, and sanitary landfills to Cambodia, Viet Nam and Indonesia type location, rather than spending the money on Enviormentalist societies meeting expense

The "rubbish" was dumped by an industrial company, or companies, overnight to avoid dumping fees, which I believe are pretty steep in England.

It's amazing how you can spot the Arabs/Muslims in my subdivision simply by their overflowing garbage and recycle bins (that are incorrectly used for additional garbage). How can these people produce so much trash? Go by the Independence Park Soccer Fields after or Spanish-speaking "citizens" have been there; the whole place is covered with plastic water bottles.
