Engineer warned Trump admin of peeling pool liner a month before vandalism charges

This paragraph suggests the engineer told the Trump administration that the peeling part was inconsequential.
The Trump administration doesn't determine who does and does not get arrested; the police do. Why did the police arrest people for vandalism if they weren't vandalising the liner?

Because that was the excuse that the contractor gave for the initial peeling. Obviously they were doing a CYA for their shoddy work, because it did ultimately impact the integrity of the coating. The engineer was logging what they were told by the installer.

Because an arrest isn't a determination of fact or guilt. The admin chooses whether or not to charge people, and based on this new evidence it appears that they won't be. The prosecutors seem very unhappy with the DOI for withholding this evidence until now
