I think I’d go with Capitalism and the explosion of investment and revitalization that will bring to their people. But they may be like the Jihadists, desiring martyrdom over selling out their ideology.

Indicting Raul plus the news of the "offensive drones" is clearly our excuse to begin "police" actions there. It'll be we have to go in and do stuff to secure a wanted terrorist and prevent retaliatory attacks.
