No, that is not the question. Iran is weakened and this is not debatable.
No, that argument cannot be made at all. At least not in the way I believe you mean it when you say they can come out "stronger".
You can debate the merits of this war. But the outcome. Iran is much farther from a nuclear weapon than they have been in a very long time.
When all is said and done, my personal opinion is that we will have clearly won the war (I think we've already done so), but to use an analogy, it'll be highly debatable on whether we "covered the spread" or whether it was "worth it".
Some people (not necessarily you) believe "winning" means regime change and completely ending all nuclear ambitions for Iran, and for some it means major destruction to their country and keeping them pinned down for eternity. I do not believe Trump wants to destroy them or pin them down for all eternity. I don't think he cares if regime change occurs.
I think he simply wants them to start "playing nice" with the rest of the world and being a peaceful and productive country regardless of who is in charge. If achieving that means taking the political "hit" for not achieving all the stated goals (which were poorly communicated) then so be it.

Unless I am mistaken the only leverage Iran had at all was the threat to supply of a global commodity called oil.
