On Nov 8, 5 days after the 2020 steal, HHS was feeling its Democrat oats. HHS recommended that the Admin order Florida to re-establish mitigation. Trump wasn't having it. Fredo is bitching in your OP Twitter clip that Trump officials suppressed HHS recommendations.

This is in response, I’m assuming, to Trump releasing perhaps the most dishonest ad I’ve ever seen, and that is quite the accomplishment. Basically saying Ron Desantis was the worst most lockdown Governor in the US.

Strong leadership is relying on your fundamental principles to make a call when you don’t have perfect information. When Kemp leaned on his principle of freedom over government overreach and pushed to reopen before most, Trump straddled the line like a spineless politician.
