I mean this is probably true the same way other nations acquire weapons and make war plans.
We have weapons and probably have some plan to invade Portugal tomorrow if we needed to. Doesn’t mean we have any intention to do so imminently.
This is obviously being leaked in preparation for taking Cuba back from the communists which had to be postponed because we can’t extricate ourselves from Iran.

Basic question: How would the communist government of Cuba benefit from launching unprovoked drone attacks against Key West (assuming they have the resources to do so)?
It wouldn’t guarantee their freedom.
It wouldn’t benefit their economy.
It wouldn’t guarantee continuity of government.
It wouldn’t impact our ability to invade them.
It WOULD guarantee the American public demand an overthrow of their regime (and the return of Cuban cigars and drinking mojitos at Cuban resorts.)
It WOULD guarantee the leaders involved would be sent to gitmo as terrorists after the resulting revolution.
It WOULD guarantee no other nation would take said leaders as exiles because of how pissed we would be.
So there would be zero tangible benefit and a response that guarantees the end of their regime while ending any chance for the leaders involved to vamoose safely when their flaming dumpster fire of a nation collapses.
Who makes that decision? No one.
