My 2 theories: stolen from Fort Knox.
Or. Remember the guy in Tennessee (I think) that had done a lot of research and finally figured out where some buried gold was? And for some reason he had to get gov permission to dig. Then "the gov" ran him off and dug up what was there, and left. Maybe this is the guy in charge of stealing it.

Dennis Parada, founder of the treasure hunting group Finders Keepers, claims he was denied permission to dig for lost Civil War gold in Dents Run, Pennsylvania, by the state’s DCNR, and subsequently alleges the FBI secretly excavated and removed the treasure.
The Allegation: Parada and witnesses assert that after the FBI obtained a warrant to excavate the site in 2018, they conducted a clandestine overnight dig—evidenced by reports of heavy machinery noise and armored Brinks trucks leaving the valley—and spirited away an estimated 7 to 9 tons of gold.

I've seen a couple documentaries on that. No official explanation of what happened ever surfaced.

I would guess the time sheets and the gold are unrelated. They may have used the "time sheet" issues to search his home, knowing he would have the gold. I assume he got the gold bars because he was high in the CIA and could use them to fake-bribe or bribe foreign bad guys. (He would be the handle of the gold and the spy would receive the gold from him. )

Almost certainly what happened. We pay our foreign spies in many "off the books" ways. He probably oversaw an operation and just kept the gold for himself. A bar here and a bar there.
