It's most likely so they can arrest and detain people as a police officer would do, in a riot situation.
Not sure a US soldier can arrest a US citizen on US soil, but a marshal sure as frick can.

When the Antifa/BLM rioting starts they can eliminate the Dem DA's doing a catch and release.
Additionally, there are likely compromised state officials that will also be rounded up along with the DC swamp rats.
