If the issue is lack of congressional approval, why hasn't Trump attempted to get a resolution passed? There is enough of a majority in both chambers to get it passed. I can't imagine any Republican being against it, unless it's just out of spite. If they are, put their asses on record.

You are not supposed to be able to depend on him. SCOTUS isn’t a legislative body; it’s a court. They should vote the way they believe precedent and the constitution dictate, and there are a lot of grey areas to that.
