Depending on the weapon, 200 yards is almost an open sight shot. Of course, no one really knows exactly where the shot came from as of now.

If I was in a soft war with a hegemon and I knew I couldn’t line up tank for tank with them, things like this to destabilize their internal politics and sow societal discord and unrest would be really, really effective.
