Watching one of the videos Kirk was not still. He was leaning forward and nodding. Then a second he sits up straight he is shot. The person who did this knew what he was doing.

A witness just interviewed said a firefighter at the event told him they are still looking for the shooter. On TV just now.

There's no way the gunshot sound in the video came from 200 yards away. Reactions and the gunshot sound itself sounded more like 200 feet away.
