It makes me appear more virtuous if I infantalize minorities by treating them as if they can't function or perform as adults in society without my all-knowing, generous guidance.

Close. It's more akin to "In order to be fair you must take into account the philosophical sacrifice of being a member of a minority and in recognizing that sacrifice you have to acknowledge their nobility in bravely facing it each day by balancing things against that sacrifice."

It's the attempt to force equality/equity through a lens of the narrative trope of "the noble victim."

In a general sense. Not literally every single one of them.

A properly run immigration system would filter for the exceptional.
