Happy but I doubt it goes through. Seems like both parties just want to avoid addressing immigration on this level.

McCarthy trying to build up his GOP base bona fides for his speakership run. He is losing traction behind Jim Jordan now and needs to get it back.

That's not the only reason. Scalise is very popular among the Republican Caucus, and there is serious heat on McCarthy from members. This all about House politics.

It is specifically and literally Congress' responsibility...if they don't fix immigration it's on them, not Obama, not Trump, not anyone else
