So basically Rice and Obama sent this to set up Comey as the sacrificial lamb to the slaughter if this ever became public. They can say Comey was out on his own after this meeting on the 5th.

I do believe it was a CYA email to herself. As to the unredacted portion, i don’t see it as damaging to the Feds, but wouldn’t expect it to be in a cya memo.

If you have to say "by the book" then its definitely done NOT by the book

Even if Rice's email is 100% accurate then it means HRC, the DNC and their phony dossier disrupted the peaceful transfer or power as it raised questions about members of the incoming administration to the point where the outgoing administration was concerned about sharing national security interests with the very people who needed to know it.
And all the while there were members of the FBI (some in the highest levels of management) who knew the Russian Collusion narrative was a hoax.
So even in the best possible light this treads damned close to treason (levying a war against the US via a soft coup attempt).

Curious she sent this e-mail almost exactly 15 minutes after Trump was sworn in. Maybe they were holding out hope that he wouldn't get sworn in and she waiting until the last possible moment. Also strange that she was worried about sending an e-mail when everyone from the Obama administration was on capitol hill for the inauguration.
