It seems bigger than that, though. Affirmative Action (and, sort of the inverse of that "hate" crime legislation) have continously reinforced the notion that blacks are inherently inferior and need special assistance/special protection. BLM is yet another extension of that.
We should end the myth of black fragility. Black folks in America dealt with a big ration of shite - middle passage, slavery, Jim Crow, Civil Rights movement, etc. They're tougher than these white progressive pussies think they are. Most black leaders know this as well, but have weaponized this notion for money and power. Plain and simple.

No question. 50 years of black economic decimation through the destruction of the black nuclear family, followed by decades of government sanctioned reverse racism, class warfare, race baiting, and boat loads of "soft tyranny". We have a generation of young people who grew up with nothing, and have been told their entire lives that it's the fault of white republicans.

Yes, of course.
Minority Grievance Industry, many argue, was also weaponized to some extent in the Ulster provinces of the UK. Many argue that some "leaders" getting rich and enjoying power in that region have no interest in solving the region's tensions because they are getting rich and powerful by being "Leaders" of the aggrieved constituency group, whether that group be aggrieved Catholics or aggrieved Protestants. It provides a good explanation and support for those here in the USA who argue that the "Racial Problems" we have here will never be solved and will never go away - because there are "leaders" getting rich and powerful from this Race Grievance Industry.

I actually think that the proximity of the Civil Rights Act do the Great Society creates confusion. The Great Society incentivised the poor to have children at precisely the same time that mothers were beginning to enter the workforce in the rest of society
After that it's a simple numbers game. The least capable people are having children while the most capable people are having fewer
I realize it's not polite to talk about but for the most part smart people have Smart children and stupid people that stupid children.
I think this has had an effect on overall intelligence in the white bell curve also. It's just had a more profound effect on the black bell curve because of the nature of the existing culture when it started
