This can be true, as well as the fact that black people are routinely sentenced harsher than white counterparts
But that's not really the topic at hand here. Sounds like a piece of shite shot innocent people was immediately apprehended, and placed in jail. Charged with a crime and will be held accountable for his actions. That's a win for society he's off the street.

Does this fact take into consideration past convictions, arrest records, multiple crimes committed, different jurisdictions, remorsefulnes, competency of lawyers, etc.?

Chauvin was arrested the day after violating all of his police rights no questions asked but yet BLM still felt the need to continue rioting and burning down buildings.....
