I have never heard someone say “the most common price” when talking about something like this. Usually, it’s the average price. There has to be a reason he used such a specific phrase and he also doesn’t say where this price was being charged.
This is how they mislead without telling a lie. Maybe some large government agency or the military was buying millions of gallons of gas at a $5 per gallon contract price. Who knows? But I guarantee they have an explanation that would prove the literal statement he made is true.
