Just plain elder abuse. They keep trotting him out there..knowing that he can barely walk. Barely talk. All so they can use him as a puppet and use the executive branch for the shite they want.
I don't feel sympathy for him, though. He and his family have been selling his government positions to the highest bidder for decades. His current situation can be seen as a sort of karma. The only thing he hasn't done in public is overflowing his diaper and having the piss flow out his pants leg.
