No, it's just raising his hand showing 'OK'. Besides just meaning 'all right' the hand motion is also in tons of 1940s and 50s movies where the sophisticated rich guy is sitting in a big chair smoking his cigar. If you ignore the cigar his fingers are forming the OK.

Actually lost a ‘friend’ on FB over this a couple of years ago. Talk about a lefty, lunatic. It’s the fricking OK sign. The fact that some people think it’s racist says more about them than it does us.

We used to do the upside-down ok on the thigh to make our buddies look. I didn't even know my crew were white supremacists. Someone should tell the black guys in our group.
