and even when/if someone is shown to be pulling up the sealant, that doesn't explain why the sealant is coming up so easy.

Lol..what vandals, u mean helping by pulling the peeling paint off bottom, nobody vandalized that pool except the no bid contractor who did a piss poor job, just admit contractor fleece govt of 16M$ and get it fixed and stop with the someone cut a rip in bottom, c’mon man

A properly applied coating should be adhered way beyond the ability of anyone to just pull off. Can you reach up and pull sheets of paint off your wall? This needs to be redone properly.
