Probably not, but that doesn't mean they weren't supposed to. This halt to visas makes it seem as if checking social media is something new, I highly doubt that it is. Just because the last administration chose to look the other way doesn't mean we don't already have standards in place. We also had fricking laws that should have closed the border to illegal immigrants from the south, but they weren't upheld, either.
Just saying "we will be adhering to those standards" doesn't make near the splash as a public announcement that you're halting all student visa applications.

Actually for federally funded institutions, that may have moved away from prioritizing US and Local students, may be a round about way to get that ratio back on track

Once again. It isn't a right. If you want a visa don't be a dick to the country. Don't bite the hand that feeds you. Just because that is open to interpretation doesn't mean we should do nothing and allow anyone in. It ISN'T a right.
