This kind of thing is much worse than nukes. With nukes you need a major industrial base dedicated to creating the weapons. It's impossible to hide and impossible to attack someone without it being attributable.

With AI a small number of people with modest resources can pull this off.

Engineer a virus that kills so quickly that there is not time to come up with a vaccine for it. Create vaccine for people in your country. Administer vaccine then turn the virus loose on the world. Lot cheaper than a war.
