Some of those 129 have 9-12k residents. Not exactly relevant when compared to the population centers.

Also, people who aren’t property owners have a lower stake in the success of the society. Property owners are far better stewards of political capital than non-property owners.

Everyone understands how excluding 30-40% of the population (and a larger percentage of the urban population) from voting ends, right?

St. Louis County is 25% AA.
Jackson County (Kansas City) is 23% AA.

The difference is the democrat candidate will lock-step and vote for the core beliefs and principles of their party.
