What do you think a "medium" sized city is population wise? Throw out a range. I'd bet they might be more democrat than you would like to think.

We used to have this system created by Democrats to keep them in power:

Each county's unit votes were awarded on a winner-take-all basis.[2][3]

Candidates were required to obtain a majority of unit votes (not necessarily a majority of the popular vote), or 206 total unit votes, to win the election. If no candidate received a majority in the initial primary, a runoff election was held between the top two candidates to determine a winner.

some people get off on looking at map of USA and pointing out huge areas of states for the gop loser.

more people live in NYC metro 17m + Los Angeles 10m county and sf bay 7m and Chicago metro 6m than...
40 million.

ole miss plus Louisiana plus Kansas plus Wyoming plus Nebraska plus Iowa.
plus Alaska plus Idaho plus Arkansas. its big. huge
a few major cities metro pop add up bigger.

Then lobby to get an EC type system at the state level; land does not vote and your simple analysis of 81% of the counties voted for Walker therefore Walker should win is not how the system is set up.

Georgia used to have the county unit system which actually screwed over urban areas in Dem primaries (which were the real elections years ago)
