This is going to feel so weird taking this stance in opposition to yours.

I don't think it was intentional, at least not when the system was initially created. I think it was willingly naive at a time when civil rights were a legitimately sensitive issues (Jim Crow), to the point where anything criticizing proposed help (like the Moynihan Report) were immediately shot down as being racist.

The problem was that many back then (and still many today) think the way to cure poverty is with money. It's not. That's literally the "give a man a fish" part of the old adage. Those people were supported by others who saw this as simply a way to gain power. Maybe there were a few out there who saw this as an opportunity to create a more-permanent underclass to take advantage of, but I think they were few and far between.

As the reality of how those on the new systems could be exploited for votes became more apparent though, I have no doubt that intentionality grew in pervasiveness over time.

In the grand scheme of the issue though, this difference in how we view the level of intent is just a minor quibbling point.

White liberals will tell you it's black culture. The truth is, "gangster" culture and "street" culture isn't black culture at all. I grew up in New Orleans in a mostly black neighborhood until moving to Shreveport, which was approximately a 50'/50 neighborhood. In the 70s the vast majority of the dad's worked, there may have been a "thug" or 2 but most of the black kids focused on sports, school, etc, and this was the decade it was starting to fall apart. Sure many danced and sang also. Step 5 can't be done until Steps 1-4 get implemented and then it would still take decades. Media has black people now believing street life and gangster rap is their culture and being loud and unpredictable is in their culture. Of the I'd guess to say 200 black people in my senior class, there may have been 4-5 that acted like that and were always in trouble. That number would be probably closer to 100 now. I'ts not their "culture" it's what media, white liberals, and now rap over the last 30-40 years has been telling them. And yes, I know there were "gangs" in the 60s and 70s. Watch his video and you can read between the lines on why that was.

The worst thing for black people has been white left-wing politics for the last 50 to 60 years.

The government has made policies to disenfranchise and harm blacks since forever: destroying their housing, preventing them from acquiring new, decent housing, refusing to build new housing to replace the housing the government destroyed, preventing them from working decent jobs, etc. etc.

These policies were bi-partisan. It had/has nothing to do with votes, imo.

I do. Anyone could have predicted that getting out of poverty would be extremely difficult in the system that was created and has been maintained for generations. Anyone could have predicted that incentivizing single parenthood would result in more single parents. This was all be design.
