Sure. For most goods they averaged about 27%. For EVs they were 100%. For some medical supplies like masks and gloves, around 50%, and for stuff like needles around 10%.
There were different levels of tariffs for different goods depending on whether we were protecting specific industries, like auto manufacturing, or whether we had a specific need, like medical needles, etc. but the general average tariff level pre-Trump was around 27%.

I’m trying to understand the baseline.
The announcement today is that they’ve rolled back the excessive tariffs while they work on a deal. There has certainly been no reset yet.

The damage to China is already done. By killing the small parcel exception from tariffs, even just enforcing the older tariffs place will heavily sap the Chinese trade imbalance.
Do you really think the smaller Chinese firms are all of the sudden become able to offset the standard tariff amount on all goods under $1,000?
Tariffs with Trump has always been a negotiating ploy. By “resetting” the board, with his massive set up tariffs, now going back to the prior tariffs (or even something close) will seem reasonable. But that new normal already starts with the small parcel loophole closed.
My guess is this will end up with some type of trade imbalance figure that so required by the Chinese government to meet, some actual language on penalties, some copyright enforcement language and then a side deal on cracking down on fentanyl. Is it 100% “free trade”? Of course not. It is almost impossible for a non-free market country to come close to that idea based on internal market conditions. But it will be significantly better than the prior deal.
This will be the case with the rest of the world as well. The other part of this is that if China does do a deal, the rest of the world is can’t hold out because the goods the US would purchase from their country can be by the Chinese.

We were and did, until they came to the negotiating table. Once they agreed to, and began to negotiate we can pause the pain.
China came running to the table because this trade battle hurt them way more that it hurt us.
