2.Where does the article say anything about “sanctuary?”. The suspects were arrested and in custody, and ICE submitted a detainer. The article does not say that the suspects were released OR that Germantown refused to comply with the detainer.

Not true. One of the primary responsibilities of the federal government is to protect its citizens.
Every citizen who is harmed by an illegal should be able to sue the federal government for failure and negligence.
