All has to be held by the vessel and capt, although it’s a dick move by GJ to put that burden on the guys who booked the trip. The captain should have had the book thrown at him and the anglers a verbal warning unless they didn’t have their individual fishing lic.

Yeah that's fricked up. Was the shrimper Vietnamese? We had a good cobia catch a few years back and the Vietnamese lady asked if she could keep the heads and carcasses for soup.
