I may be wrong but he gave no specifics about what he just signed. Just said it would give LE the tools they need blah blah funding for research etc. NO specifics on what it did.

This could be bad. Whats to say a speeding ticket isnt grounds for confiscation. This is the first step right here. He is directing the got dam confiscation order now.
