Try to work it out with them normally. If they don't budge, have an attorney take it before a competent judge, if one exists in your county or parish. The landowner of record will be granted legal access.
If I were you and ended up having to hire an attorney to gain access, I'd immediately realize that my family members are horrible drivers, and a minimum width easement of 75 feet would ensure the continued safety of said family members and neighbours. (OP - 15' is way too narrow.)
After getting a legal easement, I'd also put the biggest FSBO sign in the world on it, and spend a lot of weekends "showing" the property to a bunch of bums from the streets. I'd be such a good neighbor, I think I'd probably go and knock on their doors with said bums and ask to use their bathrooms... Don't wanna kill the grass.
But that's just my opinion, man. You probably shouldn't take advice regarding property rights from me... My old neighbor was a Chalmettian.

Why would they want to sell at market value? You are going to be building a driveway and that would decrease their property value.
You need to offer them enough to off-set the decrease in their property value; market value is not in play for your scenario.

Yall -- I realize I have no legal course of action here. Just was wondering if anyone has had any experience in this situation and what was done about it. I know what we're wanting to do is a long shot.
If I end up gaining access another way, I'm putting my septic tank on their side of my property. Just in case it ever backs up and overflows.

Yeah, because they really should sell you a strip of their land because you won't put a driveway on the family property in case you sell some of it so you can avoid potentially sharing a long driveway to neighbors you don't like. Makes sense.
I think you should put the driveway on the family property and take the risk.

Heard of 2 similar cases in communities where I worked on projects.
Bad first, property owner got parish to buy ROW (told owner some BS) and build a quasi-public road (don't ask). Basically dirty small town politics, ended up in court, not sure what eventually happened.
Good, property owners got together and found some common ground. Granted servitude of access near existing utility servitude, negotiated tree grove built to block view to side of house along servitude and also relocated overhead lines to subsurface conduits.
Be nice and try to negotiate.
