Went to Lisbon and Porto this past summer.....it is very nice there....and cheap. The food is great, the people are friendly and yes, there are beautiful old abandon buildings all over the place. The weather is great too....high 70s to low 80s when we were there at the end of June and they stay warm in the winter.

I don't think I'd live there, visit long term for maybe a year? Certainly.
It's cheap because it's one of Europes poorer countries. I don't need to be around wealthy, but I'd prefer to live in the USA than a poor country given the choice. Around the 2 week mark, I'm okay coming home every time I'm in Europe. I could certainly stay longer, but there's plenty of creature comforts I start to miss.

Portugal is awesome. The people are friendly AF and actually everywhere we went, they treated us great because we were Americans. Most everybody spoke English.

Most of Europe feels poor to Americans, in my experience. Even rich countries like France or Germany feel less well off. I found that most of the French I met lived on very tight incomes, and had little of any discretionary spending. And many worked two or more jobs.
Portugal is absolutely a poor country though, and workers are one or their biggest exports as a consequence.

I went. It's great, people are great etc. they have something of an inferiority complex akin to Louisiana. They've had this really historic past but everyone seemed kinda ho hum about their prospects for the future. They look at the Euro union as a raw deal for Portugal

I love Portugal and would seriously consider moving there. It's beautiful from the mountains to the beaches, the people are laid back and friendly, the food is delicious and the wine is cheap. It's become one of our favorite vacation spots.

Absolutely one of the best places you could consider if you're retiring and have sufficient funds to not have to work.
If you have to work, good luck finding a job in that country. I adore visiting on vacation, though. The kitesurfing there is fantastic.
