Would you be irked by your father in law if he did this?

I’m conflicted here.
Father in Law texts my wife a few weeks ago, it’s a picture of a 1099 for interest from the bank. The 1099 is to my wife and resulted from a savings account my father in law set up for my wife while she was in college. It was under her name and he would periodically put money into it to cover some of her college expenses. It’s been sitting there and he forgot about it until he gets the 1099. Apparently this bank just recently changed their reporting requirements, which is why he or my wife didn’t receive a 1099 in prior years.
So he texts it to my wife so we can report it and avoid an IRS letter. No big deal, it’s like $30 of interest so we will pay $6 of taxes - don’t really care. But he told me wife he was going to close out the account and send her a check for what was in it. He tells her “there isn’t much in there” and sends her a check for $200.
Now, I know there’s more than $200 in there if it generates $30 of interest in 2018. I look up the bank and the interest rate for their savings account, and calculate that the account had to have around a $2,000 balance.
Now at the end of the day it’s his money, so I don’t care about that. I just think it’s shitty for him to lie to his daughter like this. If he would’ve said “I had some money in there, I’m taking it out and I’ll send you a small check to cover taxes and then some” - no issue. But he’s acting like he’s doing her this really nice favor by sending her all the money from the account he’s closing, when he’s keeping most of it.
TLDR - FIL closes out a savings account he had set up in my wife’s name when she was in college. The account had $2k in it and FIL said he was going to give her the entire balance after closing it out, but only gave her $200.

The money isn't the issue, but it would just make me a little skeptical/confused as to why he handled it like that.
I wouldn't lose respect for him forever or anything, it just may make me doubt other stuff he tells me for a while.

It'd bother me because it'd be completely out of character for my father in law, but I wouldn't make a big deal over it.

I feel ya. My FIL has done some shady stuff too. It's really taken a toll on my spouse just knowing what kind of person her dad is. My advise is let it go and be happy it was just 2000.00. I got jacked out of 6000.00 and now he's mad at me cause I wouldn't lend him 140,000.00 for a house. He didn't want to deal with the bank but it was okay if I took it out of IRA, paying taxes and penalties. WTF??

Op I think you might be mistaken. It depends on how the interest is calculated. If it's monthly and Jan 2018 it had $5k in there and then it was drawn down over the year to a $200 balance it would certainly show interest for all of the money that went thru the account not just the final balance of the account.
