LOL. His wife's finances are none of his business? I don't think he should make a big deal about it but I definitely would want my wife to know the truth of the matter. Too many people get screwed over by family and not even realize it.
If I am going to give my father money I at least want to know I gave it to him and if I didn't know I would be happy my wife explained it to me.

Maybe he's just giving you the interest that was earned which is what you're paying taxes on but keeping his initial contribution to your wife's college fund that went unused....seems like a pretty fair way to handle it.

Well, FIL may need the money to get weekly blow jobs from women in a network of sluts at a local trailer park because his wife never sucks his root. Don’t ask me how I know that may be a possible scenario.
