Someone just tweeted that the woman was facing with her back to the float when she was knocked in front of it and hit. It all happened in a few seconds.

You have to be in front of a float to get run over. Even if you are at the side and bend over to get a throw the floats are still built low to the ground. To get hit you are either:
a) not paying attention or
B) reaching really low to get a throw
C) b, and the float turns slightly
