Could you go down to the local Regions Bank and deposit / transfer $700 million into a checking account?
Not what I would do however. I'd get me a solid trust set up with a well respected trustee at a bank and let him kick me money every so often.

I realize the interest on $700 millions is quite a bit, but if I won that much I would take all of the time I needed to set everything up. If I happen to miss out on several million $ in interest, at least I've got $700 million to fall back on

There's a difference between building up wealth to be a billionaire and going from a regular schmuck to a billionaire overnight. I don't know the person isn't already wealthy but the odds say they probably are. Almost none to none of their friends are wealthy, the person doesn't know what to do with that kind of money. It could easily destroy a person. It's like a pro athlete or an actor going from broke to millionaire then ending up broke down the road.
