Wife caused a vehicle accident but no ticket.

Minor accident but was at fault on public road but she was not given a ticket. Officer handed her a card with a case number. Is this normal?

The cop might have thought it was 50/50 fault. Or either he wants to bang your wife.

I was at fault in a wreck a few years ago but not issued a ticket because the cop understood what happened; and it was clear I made an attempt to avoid the accident occurring.

There was still a traffic report filed for insurance records.

Happens more than you think. The card is so she can get the police report. If you look at it, your wife will probably be Vehicle #1, which typically designates the at fault party. And they may list a violation, but doesn't mean it's a ticket.

Odds are, you probably still get sued.

ETA: I'm not a cop. I was just only third in line.

The poor bastard who was 12th was staring down a sarlaac pit.
