The existence of things like UN, which would likely impose sanctions and could possibly lead to a military coalition against an aggressor, and the economic ramifications in an increasingly global economy are the main reasons.

I am a firm believer that the next wars for control of land will be over water. Agriculture has reached an all time high for efficiency but the water usage is insane. World is running out of easy farm land that has natural water sources. Residential encroachment on that land is also not helping. What happens when you drink faster than the aquifers can refill?

Because there will be a big price to pay if anyone tries. NATO for example deters this sort of conduct. But of course Putin's lackey, Trump wants to do away with it.
