Because we have externalized the ownership of goods and resources towards the use of international capital instead of sovereign control. There is no need to go to war for land if you can buy it; war is expensive compared to trading. It's only nations who refuse to jump when the 'international community' say so that get fricked.

Because in order to extract value from a place, you had to occupy and own it. That is not the case nowadays.
The Chinese are buying up lots and lots of prime American real estate, and they are buying up the rights to many mineral deposits in Africa. In another time where global commerce wasn't as violence-free, they may have done so by conquest, but that isn't the name of the game anymore.

We can't clean up Jackson, NO and Detroit. Why the hell would we want Mexico?
