This is the correct answer. In state residents are forced to pay taxes that fund the school whether they go there or not. Out of state tuition is more money for the school and international students is more money than out of state students. So they go for the money.
Acknowledging that in-state residents were likely paying into the University of Wisconsin system for decades, the schools would require a certain percentage of admissions to be Wisconsin residents. A noble and understandable position...reward the people who have been supporting you (forcibly) with more access. But as tuitions have skyrocketed and schools continue to need to spend more, those requirements have relaxed and we see this (note the 72.5% requirement lifting in 2015) :
I don't know how they were able to get that through, but it's bullshite and hurts the residents of the state. Cool, the school is charging a lot more but the value of the school to Wisconsin residents continues to decline, and the state pays the price as out of state and international students are more likely to go back where they came from and you see the state getting dumber because of it.
I know this is an LSU thread, but the idea is the same.

Alabama and Ole Miss most recent freshmen classes were more than 60% out of state. LSU is at 40% has basically tripled since 2016.

I like LSU has caught up with Alabama and Ole Miss for out of state kids, but I wish they did a much better job keeping the best in Louisiana for sure.
Feels like Arkansas dominates the Shreveport area these days.

I graduated in 2010. LSU still got a huge chunk of the kids followed by Arkansas and Ole Miss. like 70% of the Loyola class went to Arkansas a few years ago.
Arkansas and Ole Miss waived my OOS in high school. Would have gone but LSU was basically free with TOPs

It's really crazy because it wasn't necessarily this way in the past
I entered LSU in 2006 and received TOPS plus a basically full ride with stipend scholarship. They must not be offering that particular one anymore combined with mandating room and board for freshmen to live on campus.
Sad to see LSU losing so many good in-state students to other SEC schools for this reason

Sounds like the National Merit Finalist package, Bama has one of the best in the country, it is a much superior package to anything LSU offers.. Also Bamas other scholarships are top notch too. Hit a 32 on the ACT with a good GPA, and Bama costs about the same as LSU with TOPs.. My deal is TOPs is, it is never guaranteed, legislators can change the program at anytime for any reason and then you are stuck. At least these other schools have a concrete offers.

Part of it too is LSU's weak endowment. Doesn't look bad on paper but once you realize how big and old LSU it is very low compared to similar universities. It is getting better bit for a long time LSU had an endowment not much better than some directional schools.
ENDOWMENTS are usually the primary pools to fund scholarships at most schools.

Been going for over 25 years. Seems like political suicide to end the program.

Which I saw coming and wrote into the Reveille about in the late 90s. The technology fee was the first, and fees matched or more than matched tuition precisely because it wouldn't be covered by TOPS in a few short years. Entirely predictable outcome.

Honors students can’t get into UT and go to A&M. A+ students can’t get into A&M and go to LSU and bring their $48k/yr with them . I had a whole thread about this and everyone told me I was an idiot for paying that. I said it then, this is going to be a bigger problem for Louisiana residents down the line. Just tryna warn you. Texas is seeping into every surrounding state, we’ve outgrown our own higher ed system and we are flooding into yours.

We had 3 graduating seniors from my son's former scout troop this year. Two had stellar grades and National Merit and are both going to Bama on full rides, plus one will have extra scholarship money for a laptop etc.
The third did well but not Natl Merit and is going to LSU, with not much beyond TOPS.
