The simple reason is that the single serve package makes the good margin contribution for the bottlers in water. They make no money on the cases of water at all. If they reduced the single serve price, they would have to raise the case price. It is simple economics.

Life hack: most gas stations don’t charge if you grab a cup and fill with ice and water from the soda fountain.

Yet if you get a cup of just ice, it’s $.35.
