I can understand the waiting to leave, but cannot understand the lack of preparation.

It costs the same amount of money, no matter what the intended purpose. So you've got no income for a week, UNLESS you take your allotted vacation time, then you still have to spend the same amount to house yourself and family, eat, keep the car fueled.
It's NOT a vacation, which makes it suck all the more. Takes the same amount of funding and adds stress to your existence.

Ummmm...did I say all those states? I just mentioned FL. Regardless, it has been set to hit FL this entire time. And I honestly feel bad for them. After Harvey just happening, and with this storm being an outrageous piece of devastation in their midst, seems like more would have evacuated from southern FL earlier this week. That's all I am saying here.

You realize that many people have jobs that matter right? Its not like Orlando we are talking about here where everyone works at Disney so if Disney closes big deal.
Miami has major shipping to bring in goods for hurricane preperation, Miami has a lot of insurance companies preparing for the storm, etc.
I mean you can't just have every gas station close, or else there's no gas. Some people have to keep working or it turns into a complete FUBAR situation.

In 2004 I boarded up my house in Slidell for Ivan, then went to gas up the truck for evacuation. While out, I saw that I-10 was a parking lot because of the NOLA evacuees. So I knew I wasn't going anywhere for awhile, and went home to watch hurricane reports. That's where I saw Bob Breck announce that Ivan took a jog east, which spared the NOLA area.
Lesson learned. For Katrina I didn't board up anything and evacuated at 2am Sunday.

Now you've moved the goalposts to S. FL? How far southern? Where would you draw the line? I'm being serious. And do you mean southern, on both sides of the coasts? Because for most of the week, it looked like the eastern coast was the main danger. It's been steadily moving more West.
It's WAY more complicated than you're making it out. I have very close friends there. They have prepared, and had made evacuation plans but it looked like it wasn't going to be needed. Then, it started shifting West. However, he said that the roads have been completely gridlocked for days and it's more risky getting in the car and being stuck on the interstate when it hits, as opposed to hunkering down.

This. There are a lot of people who don't have cars that they can put on the road for long distances. Lodging costs are expensive and if they take off from work, they don't get paid. There are a lot of poor people in these large coastal cities.

These FL folks have been knowing all week that Irma was headed their way. (Ex: People on this board were telling the uncle of the Miami student on Monday to tell his niece to GTFO ASAP.) And now millions are on the road the day before the storm is set to make landfall. Why do they wait so long until it's too late? This is the biggest storm in over 20 years to hit FL. Just not smart.

I imagine jobs, school, money are the biggest factors...i think most of those millions would not be able just to leave their job for a week and live in a hotel

Reason #1 - there are only 2 roads out of Florida....95 & 75 (way north you can get on 10 so technically there's 3). Evacuations HAVE to be done in stages.......if you don't believe me wait until Tuesday when everybody tries to come back at the same time....95 & 75 will be parking lots.
Reason #2 - it wasn't until last night that everyone knew Irma was going right up the middle of the state. Almost everyone, including the weather experts, believed Irma would continue to move further east thus making the west side of FL an evacuation area.
How many people in LA died from Katrina bc they didn't leave? Worry about your own shite first.

In order to get out of harms way, you have to travel to a new location. So yes they are traveling
