When you are pulled to the side stopped. Not while you are driving and scared of bad weather.

not when it is raining though. I've been told multiple times that using the hazard lights when it is raining is more hazardous.

To alert people coming up behind them when visibility is poor so a semi does not run you off the road.

When I relocated to Louisiana I was caught driving in a big storm and saw a good bit of people doing it, so I assumed it was a thing here.
My wife(no pics) who's from Louisiana recently told me that I was an idiot and I've since stopped doing it.

So, if i'm going so slow it is a hazard to other drivers since visibility is that limited as I find a safe place to pull over, no flashers as they make things more hazardous in the rain. Once i'm on the side of the road though, they don't make anything more hazardous in the rain?

When there is an emergency situation in the road (or on the shoulder) that people need to maneuver around or brake for. If you notice, big truck drivers turn them on when traffic comes to a quick stop, or is about to. That is a hazard/emergency

I don't mind it. It alerts drivers behind them to be cautious for reduced speed ahead and allows plenty of time to react. People pulling off to the emergency lane because of rain is a bigger danger in my opinion.

So, based on this there is absolutely a time I can use them while still on the road, going slow enough as I find somewhere to pull off, to signal to people they need to maneuver around or brake.
